Key Activities
- Complete stakeholder mapping within first two weeks: identify all decision-makers, influencers, blockers, and potential champions across contracts
- Conduct 1:1 introductory meetings with all contract Program Managers — focus on listening, not presenting
- Meet with VP of Innovation weekly (30 min) to align priorities and surface early blockers
- Identify 2-3 'lighthouse' relationships — PMs who are innovation-friendly and willing to pilot early
- Map informal influence networks: Who do people go to for advice? Who has credibility?

Cultural Adoption Strategy
- Identify early adopters vs. skeptics through initial conversations — don't fight skeptics early, cultivate allies
- Frame innovation as 'making your job easier' not 'changing how you work'
- Document resistance patterns and concerns for future reference
- Find one visible skeptic to convert — their endorsement carries weight
