How I'll Prioritize Opportunities
This framework will be applied to opportunities discovered during stakeholder conversations
This is my evaluation framework — the criteria and weights I'll use to objectively compare opportunities discovered during stakeholder conversations. Scores will be assigned collaboratively with the VP and pilot owners.
Scoring Criteria
Each discovered opportunity will be evaluated on these five dimensions:
Mission Impact
Weight: ×2How much does this improve customer mission delivery or DNI value?
5=Transformative, 3=Meaningful, 1=Marginal
Effort
Weight: ×1Resources, time, complexity required (INVERTED)
5=Minimal, 3=Moderate, 1=Extensive
Risk
Weight: ×1Likelihood of failure, compliance issues, resistance (INVERTED)
5=Very low, 3=Manageable, 1=High
Time to Value
Weight: ×1.5How quickly can we demonstrate measurable results?
5=<30 days, 3=30-90 days, 1=>90 days
Reusability
Weight: ×1Can this pattern be applied across multiple contracts?
5=Enterprise-wide, 3=Multiple contracts, 1=Single use
Weighted Formula
Priority Score = (Mission Impact × 2) + Effort + Risk + (Time to Value × 1.5) + Reusability
Higher weights on Mission Impact (×2) and Time to Value (×1.5) prioritize high-impact quick wins
Decision Thresholds
Scores determine how opportunities are categorized for action:
Strong Pilot Candidate
Proceed to pilot design immediately
Conditional Candidate
Consider if scoring can be improved; good for 180-day roadmap
Defer or Decline
Document rationale and revisit in future planning cycles
